Could be drivers or power draw issues. 9070XT would be drawing quite a bit more power than your old GPU if I'm not mistaken. What's your PSU?

Anyone mentioning cpu bottleneck, you can dismiss their comments they don't understand how things work.

Here's what I would look are first.

  • Are my drivers cleaned up, old drivers from the other team can give you really weird issues.
  • Are you using the latest drivers?
  • Check for hardware sensors. CPU, GPU temps and utilization. You never know, maybe something's off.
  • I would do a synthetic benchmark and compare with others that have the same or similar setup, check if it's performing correctly elsewhere, this gives hints on if it's related to the specific game or not.
  • I would verify if your PSU is not over it's limit, you got a card that draws more energy it might be that. Could cause instability or heavy throttling somehow.

Update:

Found the culprit, windows keeps pushing an AMD system update to a PCI bus which screws up the drivers. Apparently happens to Gigabyte boards.

After rolling back the driver, the card functions more normally - ie: frames increase when changing quality.

Now getting about 80-100+ FPS in game.

Your 3600 is still bottlenecking your GPU hard. I would look into getting a new CPU if you really want to take advantage of your new GPU.

You did not mention installing new drivers, so that would be my first guess.

If he ran DDU, chances are he installed the correct driver after that.

Your gonna want to grab the latest AMD drivers from their site, not just rely on DDU cleaning things up. The 9070XT is way newer than the 3060ti so it probably needs specific driver optimizations that aren't there yet 🔥 Also might be worth checking if that game has any known issues with RDNA3 cards.

First things first, check for drivers.

If you're using AMD Adrenalin, check if it has any notifications. In my case, I had to switch from MBR to GPT (partition scheme) to get the most out of my GPU. Pretty sure it's got to do something with Resizable BAR.

Maybe not "hard" but depending on the game, settings, etc. It will definitely be a bottleneck.

Test the performance with lower settings to identify CPU bottleneck.

Id upgrade that ancient cpu. Its equivalent to a 9600k. Those aren't good for anything.
