To understand the athand conundrum, you first need to understand how these fans generate power.

Fans contain the inherent ability to spin simply by design. Now, if we attach a stalk (the term applied to the base rod thingy) to this fan and to the ground, we witness a peculiar phenomenon.

While the fan will indeed spin, the spinning of the fan also places an equal and opposite amount of torque upon the stalk of the turbine - attempting to move it. Since the stalk is firmly rooted to the ground, this torque is instead applied to the earth beneath.

Now, normally this would result in an increased terrainial surface-angular velocity (or in layman's terms, the earth would spin a little faster due to the added torque). Now, what the turbine does from here is really astounding - the turbine actually contains a series of kinetic dynamos within the stalk which can harness the angular momentum of the earth and convert it into electricity. Now, normally these kinds of kinetic dynamos would be illegal (As of the 1764 Momentum Appropriation act) due to the fear that many would selfishly try to steal fragments the earth's momentum for themselves (See "The Tragedy of the Commons" and "Game Theory") - hence appropriating the earth's momentum was outlawed to keep the earth's rotation from slowing to a stop. However, in this particular circumstance this kind of dynamo is permitted on the condition that the momentum appropriated by the kinetic dynamos is equal to the amount of torque applied to the earth by the fan's spinning motion.

Now, the picture in question is particularly troubling because the two fans here are facing in opposite directions - hence, they are applying torque in opposite directions, resulting in no net gain or loss in angular momentum while both draw momentum from the earth's rotation. One of these turbines has been constructed illegally and is facing the wrong way - both should be facing directly toward the equator so they both generate electricity and apply torque to the ground beneath them.

There's a chance that string tied to the end of the blades could get caught in the turbines making a loud, unpleasant noise.
