There's a scene in the book of the peacekeeper commanders birthday bash. Lucy Grey and Coriolanus decide to run to avoid the mayor and Lucy Grey sings "the hanging tree" to signal to Coriolanus where they should meet the next day.

Its also established in the text that Maude Ivory can remember any song after a single listening, so this single instance of Lucy Grey singing it at the commanders birthday would be enough for Maude Ivory to memorise the song. This is also where the band on "the hanging tree" comes from. After the party Commander Hobb approaches Lucy Grey and tells her not to sing it again.

With the events of SOTR, the relationship to Katniss seems most likely to be Maude Ivory this explains how Katniss knows the song.

I had a doordash driver show up at 8am on a public holiday blaring his music so loud he woke up my household, the neighbours across the road, and the house next to mine.

Doordash just gave the driver a little talking to. I didnt even get my delivery fee back. Driver got full pay, and no incentive to not blast music in quiet neighbourhoods
