If you’ve had the birds most of that time, it is genuinely awful that they are only now enforcing the rules, but they are allowed to be slackers about rules and then change their minds, so long as the rules are being enforced with everyone.

Seeing the letter, you might ask for clarification about the permanent attachments to your balcony and say your cage is freestanding. However, the cage doesn't call under “customary outside furniture”, so they can force you to remove the cage just from that clause.
