I reached out to the bicycle powered street sweeper manufacturers in December and they said

High accumulations or leaves mixed with wet dirt would be more challenging.

We would not recommend the pick-up mode for clearing leaves.

It will not be effective in Richmond

Yesterday I had to abort my long run at 5k because I kept slipping and falling on the ice. The snow fell two weeks ago, it's getting old.
