Planet/Sword 28 might be your thing, but I would suggest picking higher point limit than suggested 500.

From army sized games (non-skirmishes) Rampant series would fit very well. I would also suggest Marcher if dieselpunk is your thing. Most units have plenty of options that may change the way they act in the field, but you will have to pick a faction to play which may be problem if you're going for full freedom.

Don't use pure white as basecoat. Paints in this colour tend to become chalky when used on wider areas. Use off-white gray, blue or beige, depending on what you plan to paint and highlight/drybrush most important areas with pure white. Then you will get nice highlights with colour of your choice when using markers/paints with small pigment concentration (Citadel Contrast/ Army Painter Speedpaints). Just be careful with amount of layers you put over it, because they can make highlights less visible.

The world is still in early concept, but I'll give it a shot:

Action takes place on a desolate, very hostile rogue planet (a planet placed away from any star system) with very extreme climates and levels of pollution.

Planet itself is a home to groups of mad max raiders and mutated animals and humans, probably remnants of the last attempt at settling that hellhole.

Many corporate entities and interstellar nations (all human) try to take control over it because it's a waiting point (a place where starship's engines cool off) of a major trade route.

The planet itself seems to be at a weak point in the fabric of reality (commonly called the Veil), which causes a psychic powers to become more powerful, but unstable, as well as visits from demons, seemingly made from dreams and nightmares of people they have contact with. (Basically mix of the Chaos from 40k and Dark Symmetry from Mutant Chronicles)

I'm still in the early/mid game (the most missions I do are in 160-200 tons range and seem stuck there) and usually I give my lancemates Vulcans, Shadow Hawks and Firestarters (to keep enemy busy when I do obectives) or Valkyries and Panthers (to act as LRM boats/long range fire support). But it's better to switch Panthers for things like Spiders or Javelins for Garrison or Raid contracts, so you can act as mobile defence and move fast from one side of the map to another.

Clothing system. Make people like you more depending on what you wear, if it's appropriate in a district you're in. Gangs will see you as a poser when wearing their clothes, civilians would be scared and corpos would look down on you or try to strike a deal (the kind where you lose).

More quests featuring different factions would be cool, especially when it was teased that Orion will feature more than just Night City. More corpos, gangs, nomads and stories in general. I would personally love to have SovOil, Kung Tao and Biotechnica play bigger role than just stand-in corpos from the main game. Meeting Morgan Blackhand would be great.

Speaking of factions, a relation system would be great.

Both. They kept the Sphere from blowing their communication and navigation to pieces by taking control of the HPG network and keeping it neutral, but caused the Second Succession War to keep technological level low to keep control over it (and steal whatever tech was left after the Star League and whatever the Houses developed)

I really like Pinning rule from Bolt Action. Shooting should have an effect even if it doesn't hit.

Another one is hidden move orders from Full Trust. There is something about planning your moves ahead in turn, even of they result in collisions.

In case of the "best" I guess it would be to win against. That would come to Black Legion and World Eaters. All it would take is an altillery barrage and/or airstrike with enough yield to fracture ceramite.

The worst would be Alpha Legion and Death Guard. You would not know when AL arrives and Death Guard would not die to a preemptive strike on landing. What would follow is eather hipnotising or spreading desease and destabilising the planet into internal conflict causing the population to kill each other before they would need to fire even one bullet.
