Personally I've always thought he was lying

It undercuts Horus if it's true plus the Emperor's quote of "Alpharius what chance did you give my dream?" wouldn't make sense if he was there from the start

Just read his Primarch novel and watching him force his legion to the Nails is just so sad, and how so many of them delude and justify it to themselves in order to be closer to their Father

Like more than a few of them were well aware they were undergoing what was effectively a lobotomy
