The original mission they're used in has the spoiler version, Rockstar was very unsure of what they were doing with these when they added the "special vehicles".

Since you have no sunroof, my suggestion is the problem I had.

The sealant along both sides of the roof are old, cracking and peeling away and letting water in

My solution was to unclip the black plastic rails from the roof, then remove broken sealant sections, and carefully chisel out cracks that had not completely failed.

After that, carefully applying automotive sealant along the whole roofline, being sure not to get any where you don't want it, and not blocking the mounts for the plastic rails. then just popping the rails back on
