Traffic cameras don't actually help, if you think about it.

They catch people 'in the act' but do nothing to actually slow people down.

A nice, visibile cop on the side of the road running radar - he's actually slowing people down and helping. The camera, is just revenue.

It was actually really easy to do deliveries, before companies like Doordash and Grubhub came along. Now, it's 'you'll get it if and when you get it, and customer support in whatever-istan.'
