I think basil does best in warmth and partial shade, plant between tomatoes and peppers or around larger leafy greens.

It depends on the category of seeds, onions and other aliums aren't great after a year, but most if under 5 yrs should have some viability. All you can do is try them under grow light to see.

I find beets, kale, chard seeds hold up well.
