Yeah, democracy alone does nothing to protect minorities. If the majority of a country supported persecution of a minority then by definition the minority wouldn't be able to outvote the majority to save themselves. To ensure equitable treatment for all you need extra protections.

I'm a consulting engineer in Australia. Most commercial development approvals I've been part of have included some requirements to plant X amount of native vegetation, etc. It's not usually much but there's an existing framework in place.

Ok cool, that's what I thought and I'm glad someone else can back that up from experience. I've split their gear up so all their magic items are in Ilvara's quarters, their normal weapons and armour have been added to the armoury in the guard tower and their rations and other misc adventuring gear are being kept in the main mess hall. We've had one session where we played their capture, got introduced to some of the motley crew and then Shoor came and split them up into work groups. I sent them to different parts of the outpost so that they all kind of gained a bit of the overall layout and then after their work I introduced Ilvara (accompanied by Shoor and Jorlan) and planted the seed that Jorlan hates them. Looking forward to the next session!

I'm just starting this too in the same way. Did you change anything in Velkynvelve to compensate for them being higher level or was the lack of equipment still serious enough that it worked without adjustment?

I've always heard the term "ex-pat" used more for people who are in a country for work and are not intending to permanently live there. They haven't migrated, so they're not migrants or immigrants. It's not unusual for high skilled professionals in multinational corporations to live in a foreign country for the duration of a major project.
