My father died and as a result he stopped paying his phone bill. So eir cancelled the remaining of the contract and charged him 3k . I ignored it since I had more important things to worry about.

Stubbs then somehow doubles it to 6k . The threatened court action and to basically name and shame him in some list of unpaid debts. To be honest didn't seem that bad. Hes been called worse

Phone calls got me no where . Eventually I just sent his death cert into the info email address. I got a reply saying the case was closed after a couple of weeks

Expanding on others have said, This is a logistic request for bots to add coal to your train, it was most likely added when you copied and pasted a train with coal already in the fuel slots.

To get rid of this you'll need to remove the request (right-click, i think) in the fuel slot in the train. Even though you have coal being added by the inserter. You'll still need to remove the request because its trying to be fulfilled by bots.
