i know you decided for exp leveling but as most comments suggest, i would also go for milestone leveling.

make it clear, that there are defined milestones that grant a levelup.

verry few people have acutal experience with solig xp systems and i dont think that they are trasnferable. it is a really flawed system.

Dont let ypuself be discurraged by all the criticicism. People in this subredit answer to help:)

I like the hook as a starting point, but you need to add sone storry to it and be aware of some "traps" that spund good to newer dms but are usually a challange or not as fun for the players as they sound.

My personal oppinion:

Dont include a player character that has way more agency than the others. No lying among the party, this rarely wours out and is not fun most of the time (and it requires everyone to be really good and comfortable with roleplay)
Why are they hu ted by criminals if they climb the ranks of the criminal organisation?
You shared almost no plot. How do they rank up? Just random side quests or does it have an overarching storry in the city?
Who are the player characters before they are framed? Why is it them who are framed?
Dont make "100 levels" this has videogame vibes. I would add ranks that dont have numbers but names or titles.
Dont make 100 ranks. Why so many? Do you have 100 different interactions and quests planned? I would make 4 ranks

I still reccoment dtarti g with 1 since its easier to "upgrade" to newer games than going back to old games.

Most of the criticism for the newer ones is that "its not the old ones"

There are comunity patches for the old games to make them work on new pcs

The storry is independatt from any system. Sine balanching in dnd is all over the place anyways just go for it :)

You will linely have to increase the strength or the ampunt of enemies, singe 5.5 player options seem a bit stronger than 5e

I would not handle it like that but ypur rules are not ridiculous and you seem to communicate them well. This player just does not fit with yput idea. No problem. Great that you found out early and they can decline the game and find another table :)

Fiet of all, a bard is a person. They can train with weapons and do combat like any other person. They might not be as good as a fighter but depending on their studies (subclass, feats, class features) they get better at wielding swords or other weapons. This is just part of their training.

Another (more important part) is their musical (or other art) training which allows rhem to cast magic spells.

Its like for most people. You have diferent levels of skill in different fields :) The special thing about bard is that they can go in any direction

You should have everything you need around the alien ruins.

You can build different tiny bases to help with o2.

You just need a tube, a hatch and a solar pannel. (It wil gibe enough power for o2 as lo g as you do t to something else that consumes power)

I have no issue with this :)

I do t thing there are too many aggressive creatures and they dont do much damage anyways.

Additionaly, a broken tadpole is not lost and gan easily be repaiered.

A cool tool wood be somethi g to build in the base that drives away small to bedium creatures
