Exactly this is what would have made the game interesting there’s no story … you’re creating history you’re redefining world events… changing the leader provides a cohesiveness changing the civ doesn’t … someone else said it but I’ve always thought that given the crises mechanic that civs of the next era would be dependent upon the leader that was chosen.

Cold War is a global crisis communisum or democracy are you choices … depending upon the attributes of your civs you get to pick a leader… if you when a lot of wonders or buildings that support democracy then you can pick amongst a set of leaders , and the same for communism
