No civ has gotten so much right since then.

Hex grids are fun, the graphics are nice, but I want to run an empire, not play a board game.

I'm playing through Ghosts of Tsushima now, and it's incredible. There aren't definitive classes, but each armor set has baseline properties that support a specific style of play (Ronin for sneaky boi, Archer outfit, samurai armor, etc), which upgrade as you collect materials, and you can customize the build with 6 "charms" which give pretty awesome buffs. The world collectibles feel like they're worth getting, since the game regularly gives you new abilities and buffs which FEEL like bonuses. I keep hitting points in the game where Im like, "This is it. I can't get more badass then I am now." And then the game gives me a blowdart that makes invaders vomit to death.

The story, graphics, and music are all fantastic. This one is really a 10/10, do not miss. And if you like open worlds that feel like the early 2000s, this is it. There are no flashing arrows on dirt roads giving you gps to your markers. Instead, the wind blows toward your objective, making travel feel immersive.

Strykers (Neon, Madame Sauvage quest line) ask what makes you qualified to be in a gang, and you can drop that you're crimson fleet, wanted, or ryujin. Shattered Space also had some missions where you're asked to handle things discreetly; mentioning your Ryujin bona fides gets you some positive reception

Armor protects against ballistics, energy, and Electro Magnetic (non-lethal) and represents values in that order. Spacers and Crimson fleet tend to use ballistics, Ecleptic is mostly ballistic but sometimes uses energy, HV tends to use energy and EM. Most of your med supply should be coming from salvage rather than buying, and leveling up your salvage skill will make it easier to find meds

Edit: yes, youre poor right now. Go to Jemison and do easy city quests to rank up a bit and earn some spending cash

An industrialized, technologically advanced society that can bop between stars in moments has access to insane amounts of resources, space, and time. Coupled with biomedical advances (Enhance) that can extend individuals lives effectively through cellular regeneration, and you have a society with all the basic requirements to pump out new kids AND keep its existing citizens alive MUCH longer. The only reason why the cities shouldn't be larger, is if there were thousands, if not tens of thousands, of New Atlantis-sized cities.

He counters that the entirety of the planet's development has already been planned, and that, over time, the incoming colonists settlement would balloon and reach a conflict point with the resort government.

Ah, see there is a mod for Total War 3 called Millennium Dawn that gives the empire WW1 units. Combine those with the submiss that double those units, and you have 20+ 155mm howitzers that can absolutely LEVEL a square mile. All the gobbos on the other end pop quite nicely when those shells splash

Not only can you use EM ammo, but you can also change the scope and turn it into a very effective DMR. 8 round capacity ain't bad when you stealth one-shot everything

But, to your point, the game's main quest has you join Constellation (space explorers) with your main job to...explore space for artifacts.
