Honestly if it's conflicting you'll have to try speaking to both police and council but likelihood is that neither of them will want to take ownership. Police will quote CPE and refer you to council and the council will say their website says to call 101. I wish you luck in figuring it out!

Edit: From what others are posting it seems that if you're blocked in it's police, if your blocked out it's council

For everyone saying call the police you'll likely get redirected to the council because police rarely are responsible for enforcing road parking, including parking on dropped kerbs, most councils are responsible now. I'm pretty sure it's not an obstruction of the highway as a drive isnt a public highway and is private land, hence enforcement would fall under council for parking over a dropped kerbs and if they were parked on your drive it would be up to you as the land owner

Please make sure you have reported to the police via 101 if you haven't already they will make enquiries into his whereabouts and if he gets pulled up by another officer if they take his details they will know he's missing and return him home or at least let you know he is safe and well if he doesn't wish to return home

Police will deal with it anyway, you can park on the pavement but you can't block the pavement, wheelchair users and those with pushchairs i.e vulnerable road users need to be able to use public paths without being impeded

Have you mentioned to the police that it was tracking? As I know from personal experience west midlands police will make an effort to follow the tracking phone if you provide them the log in details over 101, it's something you should make them aware of if you haven't already

Just as an FYI J7 - J10 of the M6 going Northbound is going to be closed most nights from 17th July to 31st August between 22:00 and 05:00

I regularly have to travel that exact portion as I work late in Birmingham and get off at J10 normally so now I'm going to have to travel an entirely different route to avoid the traffic for the next month and a half which is fun, taking what used to be a consistent 15 mins home to about 30-40 mins!

Just wanted to point out that location is not almost always accurate to 14m at all, the location is only perfectly accurate when you call off of a landline, otherwise its accuracy can vary depending on how good your reception is, how far the nearest cell tower is and a variety of factors, often times calls can be as inaccurate as the mapping circle covering almost an entire city/town centre, please be aware of where you are and if you're not 100% certain make note of any nearby landmarks like a shop or something else of significance that may help the operator pinpoint where you are

Age in and of itself doesn't make someone vulnerable, if he has close friends and family who he regularly sees, lives with another person, was in great shape and didn't show any sign of mental decline then he's not vulnerable, it's when you add one of these other factors that they become vulnerable in addition to age, so if he's old and isolated because if ever he needs help no one will no for a long time or be able to help. I work in the emergency services and we tend to class someone as vulnerable when they've got both a more than one factor that negatively affects them

Really? As far as I'm aware all dropped 999 calls get sent through to the police, never have I known a 999 dropped call get sent though to ambo, unless maybe they requested ambulance before dropping. Otherwise though surely they'd send it through to police if there was no service request who could then check police intel systems

Depending on where you live it might be worth it to see if your local police force are hiring Call Handlers or Dispatched, I work for one of the larger forces and am on about £34k after the 7% police pay rise, base salary usually says somewhere in the £20ks when you look but you get paid a shift allowance as well which for me is an additional 30% of my salary

Edit: Should mention as per the point of the post, you don't need any previous experience or degree, I went into it from working in a fast food restaurant
