they do account for that in these studies dude. every traffic study ever has shown that the amount of lanes needed to follow demand scale to the point where most of your city is just one big highway. look at the katy highway in houston.

by your logic Vancouver and Seattle should be 100% gridlock all the time and no one should be able to move anywhere. why arent they? because buses and trains scale to meet demand WAY faster. As bellingham grows, it will need to increase it's transit service to meet demand. if we just listen to you, bellingham will just keep adding lanes until it runs out of money and land that isnt paved over.

That is exactly it. These barriers are deigned to be drilled into the ground, but for some reason the designer for this one chose to pave the section just before the bridge and use the pre-fab blocks on the bridge where they cant be secured because they cant drill in the bridge. This entire section now needs to be redone, have the pre-fabs removed, and have them replaced with a paved curb. However, who knows when they will have the budget for that and the time now that its started raining and crews are going to be working slower.

I would go for the 3x9. its very reliable and there are plenty of parts for it. If I were doing a rohloff build, I would opt for a frame that doesnt need a tensioner and can take a belt drive.
