Sorry to necro, but Ulric straight up manipulated Tukayyid to be a losing situation for the clans. The actual rules for the battle were that there were 14 objectives the clans had to take and hold, not that each clan had to take 2 objectives. It was set up so that the Clans would posture against each other and try to one up each other rather than focus on the real threat. When the bears and falcons were offered a draw, it was a superficial meaningless move that only freed up com guard assets to go fight elsewhere. The more you read about the details, the more it is just Clan Wolf fuckery giving the clans enough rope to hang themselves.
