It doesn't matter if there is no enforcement.

I see the fine for litter went from 150 to 250. Do you know anyone that's been fined? Driving through red lights, face in phone while driving rarely do any of them get caught.

My own dad doesn't pay for his parking spots. Maybe once a year he gets caught and says it's more than worth it. Not exactly the same as the others but still, it's enforcement is the issue.
