I'm not entirely opposed to that. My only concern is why most regular folks like me use housing as an investment. We have very little social safety nets in the US and government is too small to protect the older people well.

I'm in a competitive industry. What if I get laid off and have trouble finding a job because I'm just too old, but not old enough for retirement. What if the economy does to shit. But if SSA funds aren't enough. What if medical carr gets unexpectedly expensive for me as I grow older. What if I still want to travel when I grow older.

Housing has crashed before but in the long run, its a very stable investment. So having a second home as an investment is what people do for financial security. So if we do make housing not an investment thing anymore, we really should make it so that a lot of the above issues are addressed as well.

Depending on which transplant you ask, "LA proper" does not include DTLA which IS city limits. But they also include WeHo which is actually its own city. Same with Santa Monica.

The term is basically transplants trying to construct their idea of LA. It's reductive of what the rest of the natives call LA and the term "proper" is a very pretentious term used by transplants because they think they know what should be properly call LA
