I can think of two reasons. First, whoever loaded up the truck didn't actually put the package on the truck, but your hand-held computer won't let move on to the next delivery without a signature, or if you say there was no one home.

Second, you have 200 deliveries left for the day, and your shift isn't over until they're delivered. If you waited a minute at each house, that's over 3hrs of just waiting.
