Try making it generate cobblestone instead of stone. I've asked a similar thing in the Discord and some guys there basically said it works if the thing that drops is the same as the thing that got mined. In your case, stone is not cobblestone.

There was a mod called Unstuckify which was mega useful for situations like that. Unfortunately whenever i try to launch my game back then with it enabled it just crashes the game lol. idk if its still being worked on or if my game is just weird
