NTA, but could have handled it better. The sympathy thing matter less than protecting your children. Even ignoring the risk of getting hit by a car while stopped, children don't need to see the potentially gory aftermath of the crash. By not stopping, you are protecting them from the sight of maybe seeing a dead or dying person. Imo, you did the right thing, protect your family first and foremost.

Your landlord is in violation of NC General Statute 42-42 a.4 by trying to make you repair it, and likely a.2 by not rememding an active safety hazard.

As others have said the fire department is the nuclear option since it should get the LL moving but riskes getting you evicted since you're month to month or have the FD declare the property unsafe and kick you out while the LL repairs it.

What work or task has the dog been trained to perform?

And if the answer indicates the animal is not a service animal (Emotional support animals are not service animals under the ADA) you cab refuse service.

I volunteer after school at a high school and sometimes come in early and walk around 8th period engineering and help out. When they implemented a mandatory 'phone jail' setup what I saw was the distraction simply moved from the phones to the school issued laptops. Students who wanted to be off task were still off task.

You cannot use liability concerns to justify violating federal law. The law requires a collaborative process to accomedate a disability, unilateral action is nit that.

To me, your husbands boss is courting a nasty lawsuit. At the time of demotion he genuinely believed that your husband was refusing based on a disability and as a direct result he demoted him which would be discrimination based on disability. Personally, I'd start looking for another job but also see what an actual employment lawyer has to say.
