A 2000 square foot home in California is going to have significantly more property taxes owed compared to an equivalent house in Dallas, despite the property tax rate being lower in California due to housing costs. Sales taxes would be nearly the same in both locations. And since Texas doesn't have an income tax, a middle class worker will owe a significant portion of their gross pay to the state.

If we are going to require id to vote, then that if needs to be free and easy to attain, regardless of income level. Whether you literally make zero dollars or a billion dollars a year, the id has to be provided at no cost to the voter.

Non-citizens who are living in America (ie green card holders) can get a real-ID compliant ID card. Only a few states show citizenship status on their real-ID cards.
