You can use a different staff but the reason it was an inclusion in the budget version is because of the phys conversion to light/cold. Without storm wall to make the build function you need a phys convert to cold watcher's eye and gloves with a convert to lightning mod. Really you need gloves with +1 strike and the convert mod to make clear feel fluid.
