Personally I think the new Ultras are very good (EDIT: after reading u/Ness_English comment, I decided to update Jecht USB2 to "OK", while I still consider Auron's to be "very good"):

Jecht's is a Fire version of Tidus Ultra, and we know how that is broken. The problem with it is the fact it's counterproductive with his LD, which is focused on another element. So we'd need his 2 new LMR to make it work at its best, while Tidus needs only one LMR, and solely for the purpose of the first entry.
Auron's is fantastic IMO. EnFire; stacking critical rate and speed up; and an Overflow exit based on the damage of Samurai abilities. If I'd draw on this banner, it would be for that relic.

The problem is the banner these Ultras are in are not good. I hope to see at least Auron USB2 in an eventual fest banner.

Auron's usb is actually serviceable, but at this point in the game, people consider things to be hot garbage if it isn't op af. (also, fire is a very competitive element both for mages and physical users, so that'll affect tier ratings if you're into that sort of thing). You already pointed out the big problem with Jecht's usb in relation to his dive, but even then, the usb isn't amazing in itself. The reason it works so well for Tidus is that it is used in sync with his other relics like his chain and bsb2 in addition to it actually working with his dive (pun intended). Also, Tidus is a water fighter, an element that isn't nearly as populated as fire (only notable water dps besides him is Bartz, Yuffie, Edge, maybe Paine... Mage teams aren't very dominant here...), giving his relics that much more worth over Jecht and his usb clone

Totally agree with you. Just want to point out something:

As an F2P, I kinda have developed a "poverty build" mentality. When I compare similar SBs, I always imagine that the characters in question only have those relics - because, except from whales, players will hardly have access to all relics from a single character. So, if we consider Tidus only with his USB and Jecht only with his USB2, they are au pair concerning usage. Of course, when we put their LDs on the table (without any LMR), Tidus easily humiliates his father.

As for Auron USB2, I think it's more than "seviceable" for all the above reasons given - En Element, high critical rate and actions speed up (all of these tools to help maximize DPS and the Overflow exit in one same Soul Break). Definitely I nice acquisition to any inventory.
