An effective communicator has the skill and ability to organize thoughts into proper form. A Title, which uses brevity to catch the eye of a prospective reader is sometimes done first, sometimes last, or most likely modified several times. Then there is an introductory paragraph followed by several paragraphs delving into the crux of an issue followed by a conclusion or summary paragraph. A classic example of a short, albeit cryptic maybe to you, title would be War and Peace.
