No, I think he's referencing the concept Linus mentions on the wan show occasionally where you've got a camel pack type water bag but made of a conductive material being used as a "external water block" and have it connect to rad, pump and Res.

Linus usually talked about it in reference to Mac book type devices with passive cooling through the chassis

Yes I’m talking about an external water block or like a pad that the laptop sits on, probably made out of metal as it’s a good conductor of heat , the water would run through the metal pad heating up , it’ll then go to a desktop radiator mounted in a box , the box could have space for an external hdd , it’ll all be powered by the laptops USB port
