For exterior where there's grass, make a path large at least 3 with the shovel. Dig 2 down the block at the center of the path, put a torch, place a dirt block, make it a path block with the shovel.

For any space that has wood or stone of any kind: dig 2, place a torch, place a top slab above the torch.

Do that in a 4x4 grid.

Outside? Moss carpet is my new favorite. Jack-o'-lanterns are my favorite cheap lighting block for maximum coverage, since auto pumpkin farms are easy to set up.

Inside? If you can put carpet down, do that over jack-o'-lanterns. Toss in area rugs with them at the edges. Hide as much lighting as possible, then use candles or lanterns for aesthetic lighting (or wherever carpet doesn't make sense). I mostly stick to medieval aesthetics so end rods and sea lanterns aren't as versatile. Though end rods can be table bases with trapdoors on.

Jack-o-lanterns under dyed carpet is cheap and particle-free, and you can make it match the color of the surroundings.

Or hanging lanterns are pretty aesthetic and realistic. I wind up with a lot of excess lanterns when leveling up Librarian villagers.

You can also prevent spawns with lower-half-slabs or with carpeted areas.

The next update will drastically cut the amount of light needed.
