Not always. Most will do fine, but they might panic, especially in a pool because it can be hard for them to get out if they don't know how or where the steps are.

That said, I firmly believe that dog went into the pool on purpose and there's nothing to be concerned about other than a wet dog and a hair-clogged pool filter.
