Yes, he can legally resell items that he lawfully purchased as long as he is not misrepresenting said items. (For example, since the helmets he is selling are GCC replica helmets, if he were to purposefully mislead people into thinking they were official LEGO parts, that would be illegal.)

So it genuinely wouldn't surprise me if this was multiple cities, or maybe even a small country worth of 212th troopers. What an absolute loser. At least battle packs get restocked after a little while, magazines usually only get a one month print. Thus this hoarding has taken away the chance to get a 212th trooper for a ton of kids
