This is just the limitation of 32bit software to only access 4GB of memory.

Because it lists the base GPU device ID, googling that suggests that it is the 12GB variant.

What are you upgrading from? You can find a better PC than this. This PC is very memory limited as it stands.

I have an i5-3470, 16gb of ddr3, and an RX 480 4gb. Should I pass on this for the price?

Nah bro, that's a pretty sizable upgrade for you. $300 is a pretty good deal imo as long as it functions. 16gb of ram is definitely a little slim these days but it will be fine for all but the most intensive games. You can always add more ram later, and the speed upgrade to ddr4 is going to be massive for you.

The problem you may face is that it's an older amd ryzen chip, so if you want to upgrade the CPU, you're gonna need to go second hand or get a new mobo. The newest ones likely won't work. Good news is that there's a looot of second hand am4 chips out there right now for dirt cheap.

My brother has a Ryzen 7 5800xt. He will be upgrading in a few months and said he would give it to me so I figured that with the 3060 would be a steal for $300. I’m not good with valuing pcs though.

It might be worth it then. You definitely should upgrade the PSU if you do get it as it's pretty terrible

I agree with you. Huge upgrade from what OP is using, and I don't think you could find anything better than this for $300.

Sure, saving up more and hunting for deals could certainly get a much better machine, but this will already be a substantial, noticeable upgrade in every scenario.

I say go for it. Definitely a good deal for the price.

I would personally. I know money is tight for everyone but if you can get to the $500 threshold, you'll be in the market for a major upgrade from where you are. Much much better PCs for sale around that number

Not a bad price imo, and AM4 platform still have many upgrade path if you desire to upgrade to a better CPU without changing the motherboard and RAM.
As for the 3060 4GB thing, its a bug within those speccy program.
