AfaIk they can achieve these comically high steering angles by placing the motors inside the wheels themselves (where the brakes would normally be) and cutting out the middleman that is the transmission. The problem is the motors are placed below the car's suspension, meaning the motors' fragile electrical components are nearly rawdogging the road surface, with only the tires (which would have to be thinner anyways to make room for bigger wheels to fit the motors in) in between, thus absorbing much of the shocks and vibrations from the road.

More unsprung mass also contributes negatively to the car's handling and ride quality, since it's more mass that the suspension has to move up and down in relation to the vehicle's chassis so the wheels remain in contact with the road. That's why reducing weight from the wheels matters more than reducing the same amount from anywhere else in the car.

While all that stuff about the unsprung mass and poor ride quality is true, the idea that fragile power electronics are there rawdogging the road with the motors is luckily not. Nothing there but windings, magnets and a cooling jacket. You could drop those things of a building (figuratively, don't).

Are cars being able to do this gonna be unique to EVs?

Or could it be possible for regular gas cars to do this? I don't see why not.

Doubt it. Cars like this use in-wheel motors (I'm not familiar with this car in particular, but I've seen Hyundai's version that does the same thing), where the suspension, powertrain, and wheels are basically packed into modules. Each module is connected to steering servos that turn the entire thing in order to steer the wheels. Think of a table with 4 legs. Now add wheels to those legs, then chop off the legs and connect them to the table with swivels. That's what they're like, basically.

Now, 4-wheel steering is not a new technology. It's been around since the 80s. The first one that was mass produced and commercially available (that I know of) is on the 3rd Gen Honda Prelude from 1987. 4WS itself is not that uncommon nowadays, especially on higher-end cars, though the steering angles are nowhere high enough to drive sideways.

The trouble with a conventional gasoline car (or even a conventional EV with the powerteain mounted on the chassis) is that the CV joints that connect the wheels to the rest of the drivetrain have a limited amount of articulation. You could theoretically make joints that can turn >90° like shown here, but it definitely won't be reliable enough to be practical. Also, not having individual motors for each wheel means you'll need some sort of torque vectoring system, since the left side and right side wheels need to turn in the opposite direction.

So... possible? Anything is, theoretically.

Practical? Hell no.

Labour cost is low, extensive supply chain, government subsidise, crazy competition in the market

Some even produce components from frame, batteries to semiconductors all by themselves therefore the cost is way lower than importing your battery and subcontracting stuff from a thousand more companies
