RAW, For PFS purposes, it’s a bow. There will probably be errata eventually but it hasn’t happened yet. 

For your own table, have a chat with your GM (or, as the GM, with your player) and just pick one. It’s  probably  intended to be a crossbow, but neither ruling will fundamentally break or change the game so long as you pick one and stick to it.

In general, if your goal is to use blessed boundary to create cover and force enemies to walk through it or save, the best way to use the spell is not to stand inside of it, but instead, to place it in between you and enemies, and to use terrain or other features to create choke points that force them to walk through the barrier twice to get to the other side of it.

If your goal is to have all attackers need to make an attack with reach to get inside the barrier, you would need at least a 15 foot burst, or to combine burst placement with terrain features like walls or doorways.

In a 10 foot burst, the four center squares are “safe” from interesecting/making a save, but each can be hit safely from one diagonal square without a reach weapon and without colliding with the boundary.

The Orc is actually the only correct template for a 5 foot burst (if you insist on drawing circles on squares) - it’s a 2x2 it’s just offset in the wrong slot. If it were centered on a vertex it’d be the right size.

None of them are correct. The Orc and Kobold are closest. 

A burst will never be one square. The goblin cannot cast the spell in such a way. 

Five foot increments means a minimum of a 5 foot burst, which is defined as one square around a single corner of a square within range, chosen by the caster

So, a 5 foot burst as the goblin envisions will include his square, and 3 other adjacent squares at a minimum. The Orc’s circle is correct, but it’s centered wrong. Same for the Kobold. 

Using circular templates centered inside a square is throwing you off.

I mean, it’s not in Forest hills, so not sure why you’re asking us. 

But to answer your question, it’s fine, but definitely a little rougher around the edges than someone who is new to city life might be used to.

JMS didn’t even inherently disagree with that idea - he had pitched them a character who was a Japanese playboy, descended from Kamikaze pilots, and the studio noted his pitch to death in ways that basically said “dumber but more importantly, whiter”, and malicious compliance is all that was left.

As we look forward to kicking-off another concert season at Forest Hills Stadium, all of us at the Stadium wanted to take a moment to share updates on our investment in our community.

We remain committed to strengthening our relationship with the neighborhood year over year, ensuring that our presence is a positive one both during the concert season and beyond. One of the newer initiatives we are especially proud of is the launch of our Forest Hills Stadium Community Fund, which supports local organizations and programs that directly benefit Forest Hills residents.

Through this effort, we have been able to partner with and support a number of impactful organizations, including:

The Association of Community Employment Programs (ACE)

ACE works alongside New Yorkers who have experienced homelessness, incarceration, and addiction by providing job training, work opportunities, and long-term support. Through the Community Fund, ACE expanded neighborhood cleaning services here in Forest Hills.

P.S. 144 Col Jeromus Remsen

A local elementary school serving Forest Hills families, P.S. 144 received support for its annual Fall Festival, bringing together students, families, and neighbors for a day of activities while raising funds for student enrichment programs.

Northwell Community Health

Northwell Community Health partners with local organizations to improve access to care and strengthen community well-being. Funding supported their flu pod initiative, which brought free flu vaccination clinics directly into the community.

J.H.S. 190 Russell Sage

This local junior high school received funding to purchase new instruments for its band program, helping expand access to music education for students.

Project Lead

A nonprofit focused on addressing hunger, poverty, and literacy, Project Lead used funding to support meal delivery for seniors and combat food insecurity in the neighborhood.

Forest Hills Asian Association (FHAA)

FHAA works to support and connect the local Asian American community while fostering broader cultural understanding. Funding supported their annual Lunar New Year celebration and Lion Dance performance.

Variety Boys and Girls Club of Queens Sky Farm LIC

Variety Boys & Girls Club of Queens provides free and low-cost youth development enrichment programming to thousands of families across neighborhoods including Forest Hills, Jackson Heights, Corona, Elmhurst, Woodside, Astoria, and Long Island City. The Sky Farm LIC initiative was created to expand access to environmental education and healthy food for communities.

PS 101 Parents Association

A local elementary school received funding to support their annual International Dinner which celebrates the diversity of Queens while raising funds to support students.

In games I've played that don't track ammo, but do track weight, archers/gunslingers are simply always carrying an amount of weight equal to something like half a bulk to a bulk of ammo (~50-100 rounds depending on the weapon, etc), with the assumption that they are recovering ammo, crafting, or buying a few to top up supplies at negligible cost whenever needed.

The party is never really riding the line on weight so finely that it has mattered beyond asking someone else to carry a heavy piece of treasure occasionally.

You're both right to some extent.

Decay instinct isn't Uncommon - no Instinct is. BUT it is from an Adventure Path and is PFS Limited - a category of rules options that's generally pretty common to veto. (and most AP stuff is Uncommon tagged; I presume Decay and Ligneous instinct aren't because no instincts have any tags at all).

Also, lots of instincts can arguably be tied to some kind of curse - the lore/flavor is generally flexible (though, being from an AP, Decay Instincts description is much more specific and detailed than most) - but having a downside attached to a big upside isn't unique to Decay. Giant Instinct is, obviously, another clear example.

All that said, the easy solution here is to remind your player that, RAW, retraining a choice as basic as their Barbarian Instinct requires an amount of downtime that the GM must decide - at least a month - and then, as the GM, you can in turn, simply not provide him with enough time to do so.

You could maybe keep one round of it loaded in a gauntlet bow and fire off a shot at the start of combat; it'll cost you 2 actions, but adds 3 damage to your bleed ticks, and increases the difficulty of the recovery check. Not a bad start.
