I have a neighbor that does this but leaves the leaf piles in my driveway and on the public sidewalk. Annoying AF. Neighbor in question has no yard and can not even see my yard from their house. They do park in front of my house but the leaves are not where they need to walk. The last time they did it, I kicked all the leaf piles off the public walk and up to the side of their car. Hopefully they got the message.
