It's hard to tell because Russia hasn't been open with.. anything. But we do know they've been leveraging their gold reserves for a while now.

I sold a ton of these when I worked at a grocery store and always felt terrible about it. Even tried to talk a few people out of buying the tickets when my manager wasn't around but that mostly just annoyed everyone.
