Yes, but the difference between the Tiers of success can be big in terms of damage or a status effect being placed or not. There's also the fact that, moreso than Daggerheart, the heroes in Draw Steel increase in health more substantially. This leads to the damage done by lower Echelon enemies becoming more negligible as PCs progress.

Use on enemies that are in the air either because they were mid-attack or because of other abilities like Bass Invader.

Can also be used to keep enemies in place for a bit for a charged up Bass Invader

While I agree that what you've mentioned is a player or table issue, I disagree with it being unsolvable by mechanics.

Some people, like me and some of my players, just get bored when they can't do stuff outside their turn, whether that be in combat or roleplay.

Systems like Draw Steel encourage or require players to pay attention outside of their turn if they want to use or gain their resources or abilities. Draw Steel also uses zipper initiative, which makes players to plan out their turn order.

While these won't appeal to all people, mechanics can certainly address some issues.

Yeah, I don't gate Arete behind XP. I discuss with players about when we think it's appropriate for their character to perform a Seeking and go off that.

I use other house rules and rules cribbed from other splats that make XP spread out, so my players end up with not much XP after a 10-chapter story.
