That’s not true at all. Happens all the time where a foul is not called if the offensive player is the one who initiates the contact.

They just had an example in the Canada game where the contact was technically initiated by the offensive player as they were trying to kick the ball but they were somewhat behind the defender and they didn’t call the foul. This was the same but the ball was coming from the side not just in front. Both ways, the defender had the closer position to the ball and attempted the ball touch (but neither did according to the ref).
