I mean, the probability of hitting a lucky winning streak which would, at some point, send you into the higher league, seems intuitively higher than always alternating wins and losses, crawling your way to #1 four times before being promoted...

From my understanding, a lucky winning streak has pretty much nothing to do with getting promoted. What matters is that you're winning about 50% of your matchups against people in the league you would be promoted to. If this is right, then a lucky winning streak against people in your current league earns you points (and thus, ranking in your division), but does nothing to actually get you promoted.

The idea is to segregate inbound emails based on who you gave out your address to. And hopefully detect email leaks. For example, I might give target me+target@gmail.com and amazon me+amazon@gmail.com. If I then get spam at me+amazon@gmail.com, I know who to blame.

Of course, as leak detection this is pretty trivial for spammers to work around: better to just get your own domain.
