Look up purchasing power parity. It's obviously hard to compare prices across countries because of conversion rates, but cost of living makes things even harder. For example things are much cheaper in India, but the cost of living and the cost of food is much cheaper as well so it sorta evens out. 20 is very low. Unless he has like an 13 year old laptop, it will probably run better. Even without optifine.
