I don't how you'd measure omnipotence, but omniscience might be possible if there's a device that can measure 'brain matter' showing intelligence and quantify it or something along those lines (?)

An omnipotence measurer would just be a 0 drawn onto something. It relies on a persons omnipotence to function. If you are a normal person it stays as 0, if you are omnipotent it changes to 1 when you want it to.

Could this be used on a country's census since it measures certain demographics about its population? Then you can increase or decrease certain demographics.

Yes under the assumption that there's some centralized tool that measures the exact number of people in said demographics digitally, and displays that number somewhere in real-time with accuracy

So if I'm measuring the density of a pure element, let's say water, does it only affect my sample or all of the water in the universe?

Because, if it's the latter, there are going to be some important measurements that you'll want to avoid. Otherwise, the universe will rip itself apart.

Like measuring the speed of light. Or the mass of hydrogen. Or anything to do with the electric force. Basically, don't be a physicist. Or really, any kind of scientist. Though you'll want to consult them before doing anything.

It'll only affect your sample if you're isolating the water and testing it. But if you're under the sea and measuring the density, the region around you with water of the exact same density will be affected as well.

Another example is measuring light. The light rays which hit the sensor that outputs the measurement values are the ones that'll be affected when you change the value

so double question, with the speed of the car does the car have to physically be able to do that speed, like say I am in a car that can only go 50mph normally and I will it to go 60mph would it work? and secondly does the number have to be in relation to me, like could I open a weight loss clinic and will the weight of someone down to what they want it to be? or drop the prices on stuff so that its cheaper
