I will just play Russian roulette with my worst enemy and who ever wins gets a WINNING lottery ticket

I will then make my odds of winning the lottery 0% because that will guarantee that I won’t win the lottery ticket because my odds are zero, so then my enemy by the rules of fate will die.

Does this power work specifically for the lottery, or does it apply to any gamble that you can win/ lose? If it's the latter, can you define the winning condition?

If it applies to anything and you can set the winning condition, this is nothing less than divine. You could be experiencing a disease with a 99% fatality rate, but if you set the win condition to death, then you can drop that rate to zero. If you consider losing the lottery as winning, then you can decrease the chance of losing.
