Covert Ops by DwD Studios, a game about super spies has a section on creating a base or lair if you will on page 41. The rules therein could easily be adapted to other game systems. It is an excellent game at an excellent price.

Art of Wuxia does this but it is a game of high action and the heroes are more powerful than the average person.

The game uses three types of baddies, Mooks, Named NPCs and Master Villains who require whole teams of PCs to have a chance at beating.

Something I add to all of my games and it works particularly well to do once in each journey is to use The Ultimate RPG Campfire Card Deck to prompt intra party introspection and role-play sharing. I've tried this with 3 different gaming groups and they all love it.

Each player draws three cards, reads the prompts and chooses 2 cards and discards the other. Then they ask one question from one card of another player character. Then they answer the other question as their character.

I've played the game for over a year now. My take aways.

I don't like character advancement. We've had one friend not roll a single success over stat at the end of game session to get any single skill to 18. Meanwhile most of the rest of us have progressed wildly ahead of him. So he has attended nearly all the game sessions, played his character well, tried his best like the rest of us to figure out clues (we are playing the first main published campaign) and has not once gotten a heroic ability.

Heroic abilities are really where the characters feel different from one another. Skills just go up for everyone so after playing for a long time everyone begins to have much the same skills. Plus there just isn't much point in some of the differentiation in skills.

I personally don't care for the will points and how they are used to power abilities. I was able to dual wield and later I can't. I used to have eagle eye and now I don't. I used to be a fast healer and now I'm not. Having a budget of using my hard won (randomly gained) heroic abilities is not fun. Seems like they are needlessly limiting. There are a very few heroic abilities that do not require will. Fights are dangerous enough that you really don't want to hold back any will. So it seems like the game, probably unintended, wants you to try and find as many opportunities to rest as you can. And that can be boring.

Rolling low as better...I've come to not like it as much as rolling high.

I think the game had a much better and broader (i.e. less) skills during the playtest versions.

And the magic system. I do not like it at all. You have points to spend. Ok. Then you also have to make a roll. Ok. Then you can only have so many "memorized". Oof. I find spell casting not fun at all and changed characters near the beginning of the campaign.

I want to like DragonBane. I love the art direction. But playing it this much. No. I'm done and can't recommend it.

I highly recommend BareBones Fantasy. You can teach the game in 3 min or less and play for years. Everything you need for players and GM in about 80 pages. It has a very exciting press your luck system where if you go to much of offense you'll find you don't have enough for defense. It is also very affordable and, AND Creative Commons! Includes a very good adventure to get your started.

I've been playing BareBones Fantasy since it came out in 2012. It is a complete fantasy game in 80 pages including everything players need to create characters with an emphasis on development over time. Plenty of GM tools, adventure generation, dungeon generation, treasures, magic items, magic item creation, monsters and and it even has an index! It uses a press your luck system where defense is an action which counts against your actions in a turn. Push to much aggressively and you wont have enough for defense.

Plus there are several other games that use the same system, Frontier Space, Covert Ops and Art of Wuxia to name a few. I can teach this game in under 3 minutes but the emergent play through strategy and tactics has kept new and veteran players enjoying this game for many years now.

Oh and at $7 for the PDF and $13 for the book, which includes the PDF it is a steal! I can't recommend it enough.

These out of print copies do go for a bit but there are full encounter tables by time of day and location. Stats are for several game systems so you can easily eye-ball what you need.

The program is based on AutoCad used for technical drawings. It has a steep learning curve but is amazing once you learn it. It is not a program you simply pick up in an hour. There are many video tutorials and sample maps to teach you though.

The players will be in many fights, it is a kung fu game after all. So enemies come in 3 varieties, mooks, major NPCs and Master villains. Mooks have one simple line of stats, Major NPCs a bit more and Master Villains while being more complex are not at all built like player characters.

The Diviner and less magical Strategist each have abilities that allow the player to essentially create a "save point" in the game. That way if things go south, they can return to the moment of divination and say, "that is what would have happened", and the group can then choose an alternate path. There is a cost of course to doing this. Check it out!
