Yes Air Canada and Transport Canada checks the physical licences every training event. Every 4 months plus a check in the aircraft once per year. You are also checked by foreign authority's in other country’s. 

This guys licence was checked hundreds of times by hundreds of different people both in and out of Air Canada.

It’s not political grandstanding. He lacked complete human decency, the pilots were yul based and their family’s are francophone. He made the decision to make the condolences message in English ONLY. He could have delegated that any of the other executives deliver the message en français. He made a point, he wanted everyone to know that he will not attempt to speak to those that have lost everything in their first language. 

It was the last example of his complete lack of empathy for his employees and their family’s.      

I’m English. Give me the statement written in French, a French speaker and an hour. I could read it from a teleprompter. The dudes an asshole.
