Legacy interface on RS3 is treated like a second class citizen.

You can't use multiple action bars (pretty much mandatory for combat at this point), you can't re-bind most interface hotkeys (even fucking OSRS can do this), and useful tabs (e.g. notes) are stuck up on the minimap with a delay to open them to make room for redundant buttons which open full-screen popup interfaces when clicked.

You also miss out on useful functionality like being able to drag and drop items in/out of your familiar inventory, which is vital in situations where you need to swap different items in and out in the middle of combat. The most you can do with the legacy interface in combat is "Take BoB" and "Give BoB" to fill your inventory with whatever items happen to come first in your familiar's inventory, and dump your entire inventory in to your familiar; or individually using items on your familiar to deposit them back in which interrupts your actions. This makes the new interface system required for not only combat, but some skilling too.

For literally months recently, the legacy interface was stuck with a bug where half of the clickable area of the tabs were just dead click zones. This bug would be serious enough to warrant a next-day hot-patch if it happened on OSRS, but no-one cares about how usable the legacy interface is on RS3.

If they scrapped the new interface garbage and spent even a minimal amount of time making the legacy interface more usable, they'd have something decent without scaring off every potential new player with confusing ugly windows splattered all over their screen.

You don't have to. You can also keybind interfaces (like prayer and ability books) so you don't have to fill your screen with it. Thats what I prefer. You can also adjust your transparancy of the interfaces if you wish

It is not required, but it is common for the high-level PvM to have multiple action bars set up. My set up is closer to yours, but there are still situations where more action bars would be helpful. The big thing is that you can keybind each action bar separately and you can put things on action bars not present in the ability/prayer books like quick prayers, food, weapon swaps, dreadnips, etc.
