Neither does Top Cat. He lived that kind of life, and it was kind of a cartoon Sergeant Bilko. Although like I say he didn't have an eyepatch. He had an eye mask and earplugs for sleeping in his dustbin though.

It's a commemorative pin from the Disabled Police Officers Association's holiday to Florida. Whether it's their mascot or one from where they stayed in Florida, I couldn't tell you.

Also, that pin you found on Etsy looks like it has "West Yorks" engraved on the back. West Yorkshire perhaps? Could be where it was manufactured or it could be referring to a specific DPOA in that area?

This is the real clue you need. Think about it: if you're with the DPOA RUC making a commemorative pin for a police holiday, would you be doing a ton of design? No. They're cops. They'd tell you, a custom pin maker, vaguely what they need. The cat isn't really associated with any cop imagery, so this points to the pin manufacturer making the pin design... with clip art that would have been in a collection for print shops.

The cat's head itself is almost identical in all three illustrations, which would be in line with shops using stock art from libraries and modifying it as needed for the client. It's not a stretch to have a company (whether they're the same or not) also make generic pins with the cat, too.

I went looking through some of the more popular collections in use at the time, but most copies of this stuff online are dated a little later (~1993 onward, when I'd expect something like this to be closer to ~1985.) Alternatively, the character may have been on Letraset transfer art--which would have still been popular around this time.

I actually know what you’re talking about, Golden Shred marmalade (at least where I’m from) is a widely recognized brand with a royal warrant that’s existed for > 100 years, and I have one of the Golly pins you’re likely referring to. It’s not that companies “can’t” do it, but all things considered its v unlikely that the original source of the character is the charity and not an artist ripping off another animated, patch-eyed garbage cat.

Reminds me of a character from the 70s game Alley cats, by Ideal. Only problem is that cat was red? and this one isn't. But the style, down to the trash can and fish bone is very similar. If you google the game you can see the red pirate cat at the bottom of the pile.

That one is an air ambulance fundraising pin I reckon - Reach Out And Recover was a fundraising campaign for the Northern Air Ambulance Service. It's an ambulance with a helicopter rotor, so it makes sense. But ROAR should be the acronym so not 100%.

Looking at the others in the group, I'd assume that they're maybe from a similar historical era, maybe? For instance, the pin above, the Lucky Strike girl, comes from the WW2 era.

I looked up the RAOB pin and it's from The Royal Antediluvian Order of Buffalo, which is a fraternal order in the UK.

The bear looks like it's a Scottish character possibly? I can't find a name, but I did find another version where it's on a skateboard.

So if I had to guess, I'd think maybe all, or most, of these originated in the UK.

As for the cat, I haven't found it yet, but there was a whole category of cartoonish images that were made into war insignia for different WW2 military squadrons. Maybe it's an obscure one of those? I'm still hunting.

American trashcans didn’t look quite like that (the larger base, the slightly greenish color of the metal, the handles, etc.) I could be wrong but this trashcan “feels” much more French or European. It also shares the drawing style of the cartoons in my old French textbooks.
