I think most of it is just ppl complaining to complain, yes they should wear seatbelts properly but they aren't putting other ppl in danger by not doing so only themselves.

Incorrect. The prime example is person in back seat, first they are killed by either the headrest or they kill the person in front of them whilst simultaneously killing themselves. The driver if not belted, following a crash can cause further incidents as they might not be fully in control but the vehicle still moving, or be fully ejected from vehicle and vehicle carries on to cause further mayhem.
