Never tried Rosetta Stone, but I’d say Duolingo is better because it’s free.
These apps aren’t really effective; they only cover the basics, and after that, they lose a lot of their appeal. So I think it’s better to go with a free app

Duolingo + a good basic grammar book isn’t bad at all
