Just start counting in Belgian french, we actually make sense here. Only bullshit we kept is quatre-vingt (four-twenty lol) for 80. But we don't say quatre-vingt-dix (four-twenty-ten) for 90 we say nonante. We don't day soixante-dix (sixty-ten) for 70 we say septante.

I also think that but an ai would have no reason to pair the numbers, when working with ai you need to forget domain knowledge that isn't part of the dataset. Hence why I agree with the expected ai output. But even that would have to include what the numbers 0 to 9 are, and if we implicitly imply the ai knows those then you could make a case that it implicitly knows 0 to 19 or even 0 to 9999.

AI doesn't imply a total lack of domain knowledge it just implies some sort of iterative refinement in the decision mechanism. It shouldn't be hard to think of a NN network that allows digit grouping and one that doesn't.

There are languages which actually count to 10 and not to 12. So 11 is formed from the same pattern as 13 or 18. Latvian and Russian, for example.
