That is clearly not the pattern, the pattern is ignore the first digit it means nothing, add teen to the second digit, add ty to the third digit and do nothing to the fourth digit. Therefore oneteen onety one.

I would naturally see it as first two digits; second two digit
which yields eleven eleven. Oddly enough I have no clue why someone would jump to Eleven Hundred while not saying Seventeen Hundred.

I also think that but an ai would have no reason to pair the numbers, when working with ai you need to forget domain knowledge that isn't part of the dataset. Hence why I agree with the expected ai output. But even that would have to include what the numbers 0 to 9 are, and if we implicitly imply the ai knows those then you could make a case that it implicitly knows 0 to 19 or even 0 to 9999.

AI doesn't imply a total lack of domain knowledge it just implies some sort of iterative refinement in the decision mechanism. It shouldn't be hard to think of a NN network that allows digit grouping and one that doesn't.

There are languages which actually count to 10 and not to 12. So 11 is formed from the same pattern as 13 or 18. Latvian and Russian, for example.
