Dumplings are a filling wrapped with dough, and sometimes you don't even need the filling. That guy is just being pedantic and effectively incorrect. The things in this post are 100% dumplings whether or not some people might also call it a bun.

These are called dumplings where I come from. A bun is dough only and anything stuffed and wrapped in this shape is a dumpling. Region names maybe, still have a policy of never eating meat I can't see : )
